Polaris Flash Meter a solid, old-school light meter made in Japan by Aspen Corporation (Tokyo). It can measure both ambient and flash lighting. The controls show options for ISO, Multi (flash readings), Power, and Mode. The white dome on top is your incident light receptor, so hold that toward the light source when metering.
